Light pollution is associated with a wide range of diseases — including cancer, diabetes, obesity, cardiovascular and mental illnesses.
It contributes to insect decline and reduces reproduction while increasing mortality in some animal species.

RESULT: Light pollution continues to grow by 10% per year. ČSN 36 0459 does not solve the problem — it reinforces it. The provisions of the standard promote lighting in contradiction with laws, and almost all installations violate legal regulations, such as the explicit ban on shining light onto neighboring properties (§1013 of the Civil Code).

Our Vision
Light during the day
Is recognized as a key condition for both physical and mental health. It supports work productivity and fosters a healthy social environment.
Light at night
Is regarded as a dangerous toxic agent. It has limited benefits for safety and may even pose security risks.
Indoor spaces are predominantly lit by high-quality light sources with a spectrum that matches natural sunlight for the given time of day.
By 2030, we aim to reduce light pollution in the Czech Republic by 50%, and by 2035, by 90%. Across Europe, we strive to achieve a reduction of several tens of percent by 2035.

Goals for Public Lighting
Lighting only where it is truly useful. Every light source must be justified in the context of its health and environmental impacts.
Primarily for pedestrians
Abolish lighting on highways and main roads without pedestrian traffic (as done in Berlin, the UK). Minimum pedestrian traffic requirement (>2 pedestrians/hour) as a condition for lighting ~ limited operating hours. Illuminated crosswalks only on demand.
Safe spectrum
No blue to green light (U600 < 1%).
Proper direction
Strictly onto the pathway. New lighting on low posts ~1 meter high. Respect for §1013 of the Civil Code. Taller poles only in exceptional cases with high traffic intensity.
Goals for Commercial Lighting

Ambient lighting
Lighting only during business hours; after 10:00 PM, only dimmed and short-term lighting to support specific activities.
Lighting must be directed strictly downward — not onto façades or the surrounding area.

Advertising signs
Allowed only until closing time, max. until 8:00 PM (10:00 PM in city centers), with limited brightness.

Billboards
Permitted only within urban areas, not in the open landscape.
Brightness and U600 ratio must be limited (CCT < 2500 K).
Max. operation until 8:00 PM (10:00 PM in city centers).

Design elements
Only with indirect reflected lighting; active (emitting) light elements are prohibited.

Blinds (shading)
Mandatory shading of indoor lighting from 8:00 PM outside city centers, and from 10:00 PM in city centers — based on building density criteria.
Goals for Residential Lighting

Downward direction
Lighting must be directed only onto the property itself.
Façade lighting and direct decorative (e.g. Christmas) lights exposed to the surroundings are prohibited (§1013 of the Civil Code).
Time restrictions
Continuous lighting allowed until 8:00 PM, dimmed and short-term lighting allowed until 10:00 PM.

Limited intensity
Maximum 10 lx
Illumination of significant objects only with approval from hygiene and environmental departments. CCT max 2000 K, U500 < 1%, limited intensity, no direct light spill. Allowed only until 8:00 PM outside city centers, and until 10:00 PM in city centers.

Astronomical Beginnings
Since 1980, he has been engaged with light and light pollution, starting out as a young amateur astronomer.
Internship at the Astronomical Institute of the Czech Academy of Sciences in Ondřejov (1990), astronomy course in Prague (1990–1992), demonstrator at the Štefánik Observatory (1992–1998). Since then, actively involved in protecting the nighttime environment.

Academic Work
Studied geosciences at the Faculty of Science, Charles University (1992–1998) — including work on the use of light in optical microscopy and multispectral analysis for space research.
Completed a PhD and taught at the University of Houston (1998–2013), working on multispectral data from the Moon’s surface.

Professional Experience
Geoscientist in applied research and petroleum exploration — Shell Houston (2003–2012), later independent consultant.
Specialized in basin modeling and petroleum system analysis.
Additional work included multispectral data analysis for the oil industry and research on impact craters.

Focus on Light Pollution
Since 2018, he has worked intensively on light pollution in the town of Říčany, dedicating thousands of hours to studying the impact of light on health, the environment, and safety.
Has engaged in dialogue with local and national government, experts, and authors of technical norms and recommendations.
Activities include public education, legal analysis and testing of regulatory models, membership in the Říčany Environmental Commission, and expanding efforts to the national and international levels.
